<p>CHATTANOOGA (WRCB) - Each month the Chattanooga Police Department receives about 100 reports of a missing person.</p>
<p>The majority of those turn out to be runaway juveniles that eventually make it home, but for families who are still waiting, Jaycee Dugard's homecoming is a glimmer of hope.</p>
<p>"This is the cabinet where we keep our cold case files," said Detective Joe Shaw as he opens the filing cabinet next to his desk. In the cabinet were 12&nbsp;three-ring binders. Each one is labeled with the name of missing person. Some have been gone for nearly three decades.</p>
<p>"Leads just didn't come in on this thing," said Shaw as he thumbs through one of the binders. "It was like there were no witnesses; she just vanished."</p>

As a part of Missing Children's Day, the TBI sent that poster out with several children on it including, Tonetta Carlisle of Chattanooga, in hopes of getting tips or information on where she or others might be. <br><br>Carlisle went missing on March 15th, 1989, while on her way to school in North Chattanooga. Some say, Carlisle was snatched and put into a white van, but police never found her. Now 16 years later, her disappearance is still fresh. Neighbor Cathy Dollmont says, &quot;you can't help but think about it. I mean basically, I'm on the same street and it does come to mind.
